When the Doctor accidentally lands the TARDIS in a desolate, future London, he and his companions must uncover the mystery behind the city's decay and the absence of people while evading capture by unknown forces.

The Doctor, along with his companions Ian, Barbara, and Susan, arrives in what appears to be London, but they quickly realize something is amiss. The city is eerily deserted and dilapidated, fostering a sense of unease. After an accident injures Susan, leaving her unable to walk, they find themsleves trapped as the TARDIS is buried under rubble from a collapsing bridge. While the Doctor and Ian search a nearby warehouse for tools to free their ship, Barbara and Susan explore the immediate area, quickly deducing that they aren't in their own time.

Barbara's suspicions are confirmed when she encounters a disturbing poster and witnesses the body of a man float by in the river. Suddenly, gunfire erupts, and Barbara confronts a mysterious man named Tyler. Tyler reveals that the area is dangerous and that he has taken Susan to safety. Tyler leads Barbara and Susan into the London Underground system, where they encounter David and Dortmun, members of a resistance group. The resistance is planning to fight back against an occupying force. David decides to try and rescue The Doctor and Ian.

Meanwhile, inside the warehouse, the Doctor and Ian discover a dead man wearing a strange metal helmet, sparking their curiosity. They also find a calendar indicating the year is 2164, confirming they've traveled far into the future. As Ian and the Doctor prepare to return to Barbara and Susan, David spies them from the wearhouse, setting off a chain of events that puts everyone on a collision course.
