When Geordi La Forge returns from a Risa vacation seemingly refreshed, the Enterprise investigates Federation weapons found in rebel hands, unaware that Geordi has been brainwashed by Romulans to trigger a war between the Federation and the Klingon Empire.

Geordi La Forge returns from a relaxing vacation on Risa, seemingly refreshed, while the Enterprise is ordered to mediate a dispute between the Klingon Empire and a rebellious colony, Krios. Klingon Ambassador Kell accompanies the Enterprise, investigating claims that the Federation is secretly aiding the Kriosian rebels. Governor Vagh of Krios presents evidence: Federation medical supplies and phaser rifles found in rebel hands.

As Geordi reintegrates into the crew, Data detects strange energy fluctuations, dubbed E-band emissions, originating from within the Enterprise and from the planet's surface. The investigation into the phaser rifles reveals that they are Romulan replications using stolen Federation technology, charged with Romulan energy sources, hinting at a Romulan plot to destabilize the Federation-Klingon alliance.

Meanwhile, Geordi experiences unsettling events. In Ten Forward, he is compelled to attack Chief O'Brien in a holodeck simulation under the control of Romulans. It becomes clear that Geordi is being manipulated. Picard receives Governor Vagh and Ambassador Kell to discuss the evidence. Geordi, seemingly normal, is present during the meeting, but the Romulan influence remains undetected.

As the Enterprise investigates the energy emissions, they trace a power surge back to Cargo Bay Four, where unauthorized modifications to the transporter system have occurred, resulting in weapons being beamed to the planet. Geordi is initially involved in the investigation, but the evidence also points to him as a suspect. Worf is ordered to intercept Geordi. Data discovers that the E-band emissions match human neural frequencies, further realizing that they're being used to directly control Geordi through his VISOR.

Ambassador Kell's quarters are found to be the origin point of the E-band transmissions. Kell is transporting to the planet with Governor Vagh. Geordi is ordered to assassinate Vagh to further destabilize the Federation-Klingon alliance. Geordi attempts to follow through with the assassination, but Worf intervenes, saving Vagh's life. Data reveals that Geordi was abducted and conditioned by the Romulans. Data determines that both Picard and Kell were in close proximity to Geordi when E-band transmissions were recorded and that one of them must be an accomplice, and possess an E-band transmitter.

Vagh orders his guards to seize Kell, to be subjected to a search, to which Kell requests asylum, which Picard denies until Kell can prove he is absolved of the crime. Kell is taken into Klingon custody, therefore proving his guilt and allegiance to the Romulans. The episode concludes with Deanna Troi counseling Geordi, who struggles to reconcile his real memories with the implanted ones, unsure of his own mind, in an attempt to reconstruct and reconcile what he experienced.

The conditioning is chillingly confirmed when Geordi, in a holodeck simulation, is compelled to "kill" Chief O'Brien. This act introduces Geordi as an unwitting pawn in a larger Romulan plot to sow discord and ignite a war between the Federation and the Klingon Empire, setting the stage for the escalating conflict and the hidden danger within the Enterprise crew. Act 2

Geordi returns to the Enterprise, outwardly appearing refreshed from his "vacation" and interacting normally with the crew, including Data. Meanwhile, the political tension intensifies as Picard, Riker, and Kell meet Governor Vagh of Krios. Vagh presents tangible evidence: Federation medical supplies and a phaser rifle found in rebel hands, directly accusing Starfleet of interference. Picard takes the phaser rifle for analysis, determined to uncover its true origin. Later, Geordi, still under Romulan influence, performs a seemingly accidental act in Ten Forward by spilling a drink on Chief O'Brien. This seemingly trivial incident serves as a real-world test of his implanted programming, demonstrating the Romulans' ability to trigger his conditioned responses even outside the holodeck. The act highlights the growing external pressure on the Federation while the internal threat of Geordi's manipulation remains largely undetected, save for Data's initial E-band readings.

Act 3

Geordi and Data meticulously analyze the phaser rifle provided by Governor Vagh. Their investigation reveals critical anomalies: the weapon is a precise Romulan replication using stolen Federation technology, charged with distinct Romulan energy sources. This discovery allows Geordi to present a compelling case to Picard, Kell, and Vagh, successfully shifting the blame for the weapons to a Romulan plot designed to destabilize the Federation-Klingon alliance. Despite this apparent breakthrough, the Romulan machinations continue. Data detects another E-band blip, prompting Riker to order a wider sensor scan, unknowingly closing in on the source of Geordi's control. Crucially, Geordi, under the Romulan conditioning, makes unauthorized modifications to the Cargo Bay Four transporter system, beams more weapons to the Kriosian surface, and meticulously erases all operational logs. This direct act of sabotage leads to Governor Vagh hailing the Enterprise, accusing Picard of transporting weapons, and escalating the situation to a full military confrontation as Klingon warships uncloak and surround the Enterprise.

Act 4

The Enterprise remains trapped in a tense standoff with the Klingon fleet, with Ambassador Kell warning Picard of Vagh's rapidly diminishing patience. The crew, including Geordi, Data, and Riker, launches an urgent investigation into the unauthorized transporter use. They find no logs, and Geordi, feigning ignorance, even lists himself as a potential suspect with no alibi, though his statement arouses no suspicion from Picard or Kell. Data continues to track the intermittent E-band emissions, which Riker speculates could be Romulan transmissions. Geordi's technical expertise guides the team to pinpoint Cargo Bay Four as the origin point of the illicit transport. Data's forensic analysis of the erased isolinear chips reveals residual patterns, offering a glimmer of hope for reconstructing the perpetrator's authorization code. The act culminates in a chilling revelation: Ambassador Kell, now exposed as a Romulan accomplice, meets with Geordi and explicitly orders him to assassinate Governor Vagh in Cargo Bay Four, instructing him to claim Starfleet responsibility to ignite a full-scale war between the Federation and the Klingon Empire.

Act 5

Geordi experiences increasing psychological distress, manifesting as restless sleep and a minor vascular irregularity in his visual cortex, signaling the strain of his conditioning. As Vagh and Kell transport to the Enterprise for the planned meeting, Data makes a crucial breakthrough. He realizes the E-band emissions match human neural frequencies and are specifically designed to transmit direct commands to the human brain, strongly implicating Geordi's VISOR. Simultaneously, Data's investigation of Geordi's shuttle reveals evidence of a tractor beam and Romulan replication patterns on its memory chips, conclusively proving Geordi's abduction and brainwashing. Armed with this knowledge, Data orders Worf to apprehend Geordi. In Cargo Bay Four, Geordi attempts to assassinate Governor Vagh, but Worf intervenes, preventing the murder and averting immediate war. Data then publicly exposes Geordi's conditioning and identifies Picard and Kell as the only two individuals consistently present during all recorded E-band transmissions, suggesting one is the accomplice. Kell's refusal to be searched and his subsequent request for asylum, which Picard denies, confirms his guilt, leading to his arrest by Vagh's guards. The episode concludes with Deanna Troi beginning the difficult process of counseling Geordi, who struggles profoundly to distinguish between his real memories and the Romulan-implanted ones, facing a long and uncertain path to psychological recovery.
