Ensign Ro

Captain Picard must navigate a delicate situation involving a Bajoran terrorist group, a suspicious Starfleet Admiral, and the assignment of the controversial Ensign Ro, whose divided loyalties threaten the mission and the Federation's relationship with the Cardassians.

When a Bajoran terrorist group claims responsibility for the destruction of a Federation colony, the Enterprise is sent to negotiate a peaceful resolution. Admiral Kennelly assigns Ensign Ro Laren, a Bajoran with a troubled past, to the mission, raising concerns with Captain Picard due to her history and questionable loyalties. Picard reluctantly accepts Ro, and they head to the Valo system, where many Bajorans have resettled, to contact Bajoran leaders and negotiate. They meet with Keeve Falor, who is initially uncooperative but eventually directs them to Orta, the terrorist leader.

Guinan befriends Ro, offering counsel. Kennelly secretly orders Ro to arm Orta, promising weapons and ships in exchange for ending terrorist attacks. However, Ro becomes suspicious when Orta reveals that Bajorans did not attack the colony. Ro confesses Kennelly's plan to Picard, and becomes embroiled in a conspiracy involving the Cardassians. Kennelly orders Picard to leave the Bajorans to the Cardassians, hinting at an alliance to eliminate the Bajoran "terrorist" threat.

Picard implements a covert plan with Ro's help. They stage the transport of Orta, and swap the real ship carrying Orta with a remotely controlled ship supplied by Starfleet which avoids bloodshed while revealing the alliance between the Cardassians and Admiral Kennelly. Picard confronts Kennelly, exposing his treachery. In the end, Kennelly faces a hearing for his actions. Picard acknowledges Ro's potential and invites her to continue serving in Starfleet. Ro expresses gratitude but remains uncertain about her future, though she subtly embraces her Bajoran heritage by wearing her earring once more.

Act 1

Captain Picard endures a barber's chatter before the Enterprise receives an urgent distress call from the Solarion Four colony, which abruptly ends. The Enterprise then rendezvous with Admiral Kennelly at Lya Station Alpha to discuss the Bajoran 'terrorist' attack. Kennelly, suffering from a cold, informs Picard about a new militant Bajoran splinter group led by Orta, who is seeking attention. Kennelly orders Picard to find Orta and persuade him to return to the camps, offering amnesty and promises of future diplomatic efforts with the Cardassians. Picard expresses skepticism about the effectiveness of these offers. Kennelly then reveals he has assigned Ensign Ro Laren to the Enterprise for this mission, overriding Picard's strong objections regarding her troubled Starfleet record and past court-martial on Garon Two. Ro beams aboard, displaying immediate defiance by refusing to remove her Bajoran earring until directly ordered by Riker, establishing her rebellious nature and the immediate tension surrounding her presence.

Picard and Riker discuss Ensign Ro's problematic assignment, with Picard acknowledging the crew's likely reluctance but insisting on high performance standards. Ro enters, correcting Picard on the pronunciation of her Bajoran name and openly expressing her disdain for the assignment, stating it is merely 'better than prison.' She remains defiant and uncooperative during their initial meeting. The Enterprise arrives in the Valo system, where many Bajorans have resettled. During a mission briefing, Ro dismisses Data's suggestion to meet a known Bajoran leader, Jas Holza, as he lacks real influence. Instead, she directs the team to Keeve Falor on Valo Two, a more direct and less diplomatic figure. The away team beams to a desolate Bajoran refugee camp, a devastating sight of ramshackle huts and impoverished people. Ro shows a moment of profound vulnerability and empathy, giving her Starfleet jacket to a naked child and revealing her personal connection to their suffering by stating, 'This used to be me.' Keeve Falor, while acknowledging Ro, initially refuses to help Picard locate Orta, criticizing the Federation's past inaction during the Cardassian occupation. Picard, understanding the depth of their plight, offers tangible aid by arranging for blankets and other emergency supplies. This act of genuine assistance persuades Keeve to agree to contact Picard with information about Orta, marking a turning point in the negotiations. Act 3

The Enterprise continues through the Valo system, with Keeve Falor having directed them to Orta's location on a moon of Valo One. In Ten-Forward, Ro isolates herself, prompting Beverly and Troi to avoid her. Guinan, however, approaches Ro, engaging her in a probing conversation. Guinan challenges Ro's self-imposed isolation and cynicism, suggesting Ro enjoys her self-pity. Guinan reveals her own experience of losing her homeworld, creating a rare moment of connection and understanding with Ro. She subtly encourages Ro to trust others, hinting at the importance of such trust in overcoming personal struggles. Shortly after, Ro receives a private subspace communication from Admiral Kennelly, confirming that her covert mission for him is progressing as planned. Meanwhile, Picard, Riker, Data, Worf, and Troi prepare for their meeting with Orta. Upon discovering Ro is missing and has beamed down to the moon six hours prior without authorization, Picard grows suspicious. The away team beams to the moon caves, the designated meeting site, but finds no activity. As they search, they are ambushed and captured by Bajoran terrorists, a direct and dangerous consequence of Ro's unauthorized and secret actions, escalating the mission into a full-blown crisis.

Act 4

In the caves, Orta, his face mutilated by Cardassians, confronts Picard, stating he decided to abduct the team after speaking with Ro Laren. Ro attempts to explain her actions, but Picard, furious, restricts her to quarters, believing she has undermined the mission. Orta then reveals a shocking truth: the Bajorans did not attack the Solarion Four colony, fundamentally altering the premise of Picard's mission. Back on the Enterprise, the crew debates Orta's claim, with Troi sensing no deception. Picard, his jaw tight, confines Ro to her quarters for leaving the ship without authorization. In her quarters, a distraught Ro is visited by Guinan, who gently pushes her to confront her pain and lack of control. Guinan shares her own story of being saved by trusting one man, encouraging Ro to confide in Picard. Ro admits she's in deep trouble, caught between conflicting loyalties, and doesn't know who to trust, especially herself. Guinan brings Ro to Picard's ready room. Ro, after expressing her willingness to face consequences, confesses Kennelly's secret orders: he promised to arm Orta with weapons and ships to fight the Cardassians in exchange for ending attacks on the Federation. Ro explains her personal motivation, revealing the trauma of watching her father tortured to death by Cardassians, and her desire to no longer be ashamed of her Bajoran heritage. She admits she didn't make the offer to Orta after his revelation about Solarion Four. Picard, now understanding the full extent of Kennelly's treachery and the conspiracy, realizes Ro's actions, though unauthorized, were driven by a complex moral dilemma. He decides to trust her and cooperate to uncover the truth, asking for her help in persuading Orta.

Act 5

Picard, now aware of the conspiracy, briefs Kennelly on the screen, subtly implying Ro's invaluable contribution and the successful 'capture' of Orta, while Kennelly remains oblivious to Picard's true intentions. The Enterprise escorts a Bajoran Antares-class carrier, which Picard and Ro have secretly arranged to be empty and remotely controlled, towards Valo Three. Data detects Cardassian warships crossing the border and increasing power to their weapon grids, confirming Picard's suspicions of an ambush. Picard orders Red Alert and changes course to intercept the Cardassians. Gul Dolak hails, demanding Picard withdraw and allow them to destroy the 'terrorist carrier,' which he claims has committed crimes against them. Picard refuses, asserting the neutrality of the space. Kennelly then issues a direct order to Picard to withdraw, prioritizing the Cardassian treaty, implicitly confirming his complicity in the plot. Picard, however, implements his counter-plan: he withdraws only after the Cardassians destroy the empty Bajoran vessel, exposing their intent without bloodshed. Picard then confronts Kennelly on the main viewscreen, revealing the ruse and exposing Kennelly's treachery and the Cardassian conspiracy to frame the Bajorans and eliminate Orta. Kennelly is left speechless and exposed. In the aftermath, Kennelly faces a hearing. Picard offers Ro a chance to remain in Starfleet, acknowledging her potential and the positive qualities he has observed. Ro expresses heartfelt gratitude but remains uncertain about her future, ultimately accepting by subtly re-donning her Bajoran earring, symbolizing her embrace of her dual identity and a hopeful, albeit complex, path forward.
