Chain of Command, Part I

When Admiral Nechayev abruptly relieves Captain Picard of command of the Enterprise and assigns Captain Jellico, Picard, along with Beverly and Worf, undertakes a covert mission to uncover and destroy a suspected Cardassian metagenic weapon.

Admiral Nechayev arrives on the Enterprise to relieve Picard of command, unsettling the crew. She reassigns Picard, Beverly, and Worf to a secret mission while placing the Enterprise under the command of Captain Jellico, known for his experience with the Cardassians, aiming to send a strong message to the Cardassian leadership amidst rising tensions.

Jellico's arrival brings immediate and drastic changes to the Enterprise, including new shift rotations and system reconfigurations to prepare for potential conflict. These changes cause friction with the crew, particularly Riker and Geordi, as they struggle to adapt to Jellico's demanding leadership style. Meanwhile, Picard, Beverly, and Worf begin intense training for their mission, shrouded in secrecy.

As Jellico prepares the Enterprise for a diplomatic meeting with Cardassian Gul Lemec, Picard's team sets off in a shuttle to gather telemetry from a probe launched by the Enterprise to get current intelligence on the specific facility. Once out of range, Picard finally reveals the mission: to investigate Celtris Three, suspected of developing metagenic weapons. They arrange passage via a Ferengi, Solok, to Celtris Three.

The Enterprise meets with Gul Lemec. Jellico employs psychological tactics to gain the upper hand, which involves Troi and Riker acting as part of his strategy. These tactics, while effective, highlight Jellico's calculated approach and further alienate him from the crew. As tensions rise, Lemec hints at the Federation team operating within Cardassian territory, raising the stakes of Picard's mission and the potential for open conflict.

On Celtris Three, Picard's team ventures into the caverns, facing harrowing conditions and challenges. They navigate treacherous terrain, and evade detection to locate the suspected installation. However, they discover that the research facility is a trap. During their escape, Beverly becomes trapped after a tunnel collapses, but Worf saves her. They discover evidence the research facility is nearby and Worf disables a security system enabling them to enter the facility, only to find it empty. Cardassians attack, and Picard is captured, while Worf and Beverly escape. Jellico learns of activity on Celtris Three and notifies Admiral Nechayev. Picard is brought before Gul Madred for interrogation.

Act 1

Admiral Nechayev abruptly relieves Captain Picard of command of the Enterprise, reassigning him, along with Dr. Beverly Crusher and Lt. Worf, to a highly classified mission. Captain Edward Jellico assumes command, immediately instituting a demanding regime of operational changes, including new shift rotations and system reconfigurations, which creates significant friction with Commander Riker and the rest of the crew. Picard's team begins intense, secret training in a holodeck, enduring rigorous physical and tactical simulations without knowing their exact destination or objective. Jellico's initial interactions with the crew, particularly Riker, establish his no-nonsense, results-oriented leadership style, which contrasts sharply with Picard's more collaborative approach, leading to immediate tension. The act concludes with a clear demonstration of Jellico's authoritative command style as he dismisses Riker's concerns about the new shift schedule and asserts his full control over the Enterprise, while Picard prepares for his dangerous, unknown assignment, hinting at the high stakes of the overall situation. This segment establishes the dual narrative tracks: Jellico's command of the Enterprise and Picard's covert operation, both against the backdrop of escalating Cardassian tensions.

Act 2

Jellico continues to implement radical reconfigurations of the Enterprise's systems, focusing on combat readiness, which causes significant friction with Geordi La Forge and Deanna Troi. Geordi struggles to meet demanding deadlines for power system reroutes and warp coil realignments, while Troi attempts to address crew morale issues, only to receive a directive from Jellico to enforce rapid adjustment and wear a standard uniform. Riker, observing the growing discontent and Jellico's unyielding command, considers seeking Picard's intervention but ultimately decides against burdening his exhausted former captain. Jellico, in a private conversation, bluntly dismisses Picard's defense of Riker, asserting his need for a crew ready for war and emphasizing that the Enterprise is now his. The act culminates with Jellico's complete takeover of Picard's ready room, symbolizing his full command and the stark shift in leadership, as Picard departs for his mission, leaving behind a ship under a new, demanding regime.

Act 3

Picard, Beverly, and Worf depart the Enterprise in a shuttlecraft. Once out of range, Picard finally reveals the mission's true objective: to investigate Celtris Three, where Starfleet Intelligence suspects the Cardassians are developing metagenic weapons—genetically engineered viruses designed to destroy entire ecosystems. Beverly grimly explains the devastating nature of these outlawed biological weapons, while Picard details the Cardassians' suspected new delivery system using dormant toxins on a subspace carrier wave. Their orders are to penetrate the installation, confirm the weapon's existence, and destroy it at all costs. To reach Celtris Three undetected, the team arranges covert passage via a disreputable Ferengi Daimon, Solok, with Beverly employing seductive charm to secure his cooperation. Meanwhile, on the Enterprise, Jellico prepares for diplomatic talks with Cardassian Gul Lemec, employing calculated psychological tactics to establish dominance and gain an advantage in the tense negotiations, setting the stage for a high-stakes encounter on both fronts.

Act 4

Jellico continues his aggressive psychological tactics against Gul Lemec during the diplomatic meeting, successfully establishing dominance by making Lemec wait and then adopting a belligerent stance. He uses Riker and Troi to further his strategy, portraying himself as an unreasonable 'loose cannon' to manipulate Lemec into a more conciliatory position. Meanwhile, Picard's team navigates the treacherous caverns of Celtris Three, facing environmental challenges like dangerous abysses and tight lava tubes. They use specialized equipment and teamwork to rappel down a deep chasm and blast through a narrow passage. Beverly's tricorder detects theta-band emissions, confirming the presence of the suspected facility. During the negotiations, Gul Lemec subtly hints at knowledge of a Federation team operating within Cardassian territory, directly raising the stakes for Picard's mission and implying potential open conflict if their covert operation is discovered. The team eventually locates and breaches a shielded maintenance hatch, anticipating the research facility.

Act 5

Picard's team breaches the suspected research facility on Celtris Three, only to discover it is an empty chamber—an elaborate trap. Cardassians immediately ambush them, leading to a chaotic firefight. During the intense confrontation, Picard is captured while Worf, wounded by a disruptor blast, and Beverly manage to escape, leaving Picard behind as the hatch seals shut. On the Enterprise, Riker detects coded Cardassian messages from Celtris Three and residual theta-band emissions, prompting Jellico to open a secure channel to Admiral Nechayev. Jellico informs Nechayev that the emissions have ceased, indicating the mission's completion, but confirms no contact from Picard's team, leaving their fate uncertain. Picard is brought before Gul Madred for interrogation, who reveals an astonishing level of detail about Picard's personal history and Starfleet career, confirming the Cardassians orchestrated the entire mission as a sophisticated lure. The act concludes with Madred asserting his control and threatening Picard's life, ending on a dramatic cliffhanger.
