Face of the Enemy

When Counselor Troi awakens aboard a Romulan warbird surgically altered to look like a Romulan, she must maintain her cover while working with a dissident sub-commander to help high-ranking Romulan defectors escape to the Federation, risking war between the two powers.

Counselor Deanna Troi is abducted and surgically altered to resemble a Romulan. She awakens aboard a Romulan warbird, the Khazara, and is told by Sub-Commander N'Vek that she is now Major Rakal of the Tal Shiar, the Romulan intelligence agency. N'Vek explains that she must give the order to Commander Toreth to proceed to the Kaleb sector, course one-oh-two mark four. Troi learns she is part of a plan to help Vice Proconsul M'ret, a high-ranking Romulan government official, and his aides defect to the Federation. M'ret has questioned the Romulan government's repressive policies. N'Vek is part of an underground movement led by Ambassador Spock to help Romulan dissidents escape.

Captain Picard and the crew of the Enterprise arrive at Research Station seventy-five to pick up Ensign Stefan DeSeve to get information about a Corvallen freighter arriving in the Kaleb sector. DeSeve tells him that Spock wants the Enterprise to rendezvous with the freighter and take its cargo back to Federation space.

Troi, as Major Rakal, orders Commander Toreth to change course to the Kaleb sector. When the Khazara rendezvous with the Corvallen freighter, Troi realizes the captain is lying. Commander N'Vek destroys the freighter at Troi's insistence, killing all eighteen people aboard. News of the freighter's destruction reaches the Enterprise. DeSeve reveals the freighter is an old Antares-class vessel, advising Picard that it must be within fifteen light years of their current location. Picard orders a search, during which Data detects a polarized magnetic distortion that may be linked to a cloaked Romulan warship.

Troi pressures N'Vek to implement a plan to allow the Enterprise to track the Khazara. N'Vek reveals a plan to misalign one of the ship's nullifier cores. The Enterprise begins to track the magnetic disturbance created by the Khazara. Fearing detection, Toreth prepares to attack the Enterprise, but Troi relieves her of duty, assuming command of the warbird. Troi then hails the Enterprise stating she is Major Rakal. She proposes discussing the destruction of an unidentified freighter so the event won't be exaggerated. She requests the shields be lowered so she can beam aboard to discuss matters.

As the Enterprise lowers its shields, Troi orders N'Vek to activate the forward disruptor array, but he purposely sabotages the beam. Meanwhile, the three Romulan dissidents are transported from the Khazara's cargo bay to the Enterprise. Toreth realizes that N'Vek and Troi are traitors. N'Vek is killed, and Troi is once again a prisoner. Toreth prepares to execute Troi. As the Khazara warps away, Troi is beamed to the Enterprise. Back on the Enterprise, Troi explains what happened and reveals that the dissidents are safe.

Act 1

Act One establishes Counselor Troi's immediate and perilous predicament. She awakens disoriented aboard a Romulan warbird, discovering her appearance has been surgically altered to resemble a Romulan. Sub-Commander N'Vek, her reluctant ally, quickly briefs her on her new identity as Major Rakal of the Tal Shiar, the Romulan intelligence agency. Troi's first critical task is to assert this false authority over Commander Toreth, the warbird's skeptical and hostile captain, by ordering a change of course to the Kaleb sector. Toreth, deeply distrustful of the Tal Shiar and suspicious of Troi's lack of guards and evasiveness, challenges her repeatedly. Troi, despite her disorientation and lack of information, must project an intimidating persona to maintain her cover and compel Toreth's obedience, ultimately succeeding by invoking the feared power of the Tal Shiar. This act sets the stage for the central conflict: Troi's dangerous masquerade and her struggle to navigate Romulan politics while completely in the dark about her mission's true purpose.

Act 2

Act Two expands the narrative by introducing the Enterprise's involvement and revealing the true stakes of Troi's mission. Captain Picard is briefed by Ensign DeSeve, a former Starfleet officer who defected to Romulus and is now returning with a message from Ambassador Spock. Spock's message instructs Picard to rendezvous with a Corvallen freighter in the Kaleb sector to pick up vital cargo, described as crucial for the future of both Romulans and the Federation. Meanwhile, on the Khazara, N'Vek finally discloses the mission's true objective to Troi: the 'cargo' consists of Vice Proconsul M'ret and his two top aides, high-ranking Romulan dissidents seeking defection as part of Spock's underground movement. Troi is tasked with transferring these defectors to the Corvallen freighter. The act culminates in a moral crisis when the Khazara encounters the freighter. Troi, sensing the Corvallen captain is lying, insists N'Vek destroy the vessel, leading to the deaths of eighteen people. This act dramatically raises the personal and political stakes, forcing Troi to commit a morally compromising act under duress, further entangling her in the Romulan deception and deepening the conflict with Toreth.

Act 3

Act Three intensifies the immediate danger for Troi and the Romulan defectors, while simultaneously bringing the Enterprise closer to the conflict. Following the freighter's destruction, Troi is devastated by the loss of life and N'Vek's public accusation, but she maintains her Tal Shiar persona to defend their actions and orders the Khazara to cloak. On the Enterprise, Picard finds no freighter at the rendezvous point, leading him to question DeSeve's credibility. DeSeve, however, provides crucial information about the freighter's limited range, allowing Picard to deduce that the Romulans are likely still within a fifteen-light-year radius and initiate a search. Back on the Khazara, N'Vek reveals the revised, more desperate plan: to transport the defectors directly to a Starfleet base on Draken Four, requiring Troi to provide Federation access codes. Troi, now fully committed to the mission's success, confronts Toreth again, ordering the new course. Toreth vehemently objects, citing the high risk of detection within Federation space and the potential for war, but Troi uses aggressive tactics, accusing Toreth of cowardice, to force her compliance. The act culminates with the Enterprise detecting the cloaked Khazara, creating an imminent, unavoidable confrontation.

Act 4

Act Four escalates the cat-and-mouse game between the two ships, with Troi taking decisive action to alert the Enterprise. The Enterprise appears on the Khazara's viewscreen, confirming Toreth's belief that the Federation is searching for their 'spies.' Toreth plans to proceed cautiously to avoid detection, but Troi, recognizing a unique opportunity, insists on holding position to find a way to contact her crew. On the Enterprise, Data confirms the freighter was destroyed by Romulan disruptor fire, prompting Picard to raise shields and go to red alert, realizing a Romulan vessel is nearby. Troi, frustrated by N'Vek's reluctance, confronts him, threatening to expose him as a traitor if he doesn't devise a way for the Enterprise to track them. Under duress, N'Vek reluctantly agrees to subtly misalign a nullifier core, creating an intermittent magnetic distortion that Data subsequently detects. DeSeve confirms this distortion could indicate a cloaked Romulan ship, leading Picard to order an intercept course. On the Khazara, Toreth realizes the Enterprise is tracking them and, despite N'Vek's attempts to deflect, prepares for a direct attack, planning to pass under the Enterprise's hull and destroy it if it reacts.

Act 5

Act Five delivers the climax and resolution of the mission, marked by Troi's boldest move and N'Vek's ultimate sacrifice. The Enterprise detects the cloaked Khazara on a collision course, forcing Picard to take evasive action. On the Khazara, as Toreth prepares to fire on the Enterprise, Troi seizes her opportunity. She defiantly countermands Toreth's order, accusing her of being unfit to command. Troi then leverages the Romulan crew's fear of the Tal Shiar, threatening their families, to successfully depose Toreth and assume command of the warbird. Immediately, Troi hails the Enterprise, posing as Major Rakal, proposing a diplomatic discussion and requesting to beam aboard, prompting Picard to lower shields. Picard, recognizing Troi, complies, instructing Worf to maintain a transporter lock. Troi then orders N'Vek to fire disruptors, but N'Vek, in a pre-arranged act of sabotage, purposely weakens the beam while simultaneously transporting the three Romulan dissidents to the Enterprise. Toreth quickly deduces the deception, and the Pilot kills N'Vek. As Toreth prepares to execute Troi, Troi is beamed aboard the Enterprise at Picard's command. Back on the Enterprise, Troi explains the events, confirming the dissidents are safe, and Picard acknowledges N'Vek's sacrifice paved the way for future rescue operations.
