When Captain Picard is presumed dead after a bar fight, Commander Riker embarks on a mission of vengeance, only to uncover a plot involving stolen Romulan artifacts and a startling revelation about Picard's fate.
Following Captain Picard's apparent death in a bar brawl on Dessica Two, Commander Riker, consumed by grief and anger, defies Starfleet orders to investigate the circumstances surrounding Picard's demise. The Enterprise crew discovers that Picard was asking questions about a group of dangerous mercenaries who were also present at the bar. They learn the mercenaries are implicated in the theft of Romulan artifacts.
Riker, Troi, Worf and Dr. Crusher track the mercenaries to Barradas Three, an unpopulated planet with ancient Debrune ruins which belonged to an ancient offshoot of the Romulans. An away team is attacked by the mercenaries, who are seeking out artifacts. Riker is captured in the skirmish and beamed away. Data assumes command of the Enterprise and attempts to pursue the mercenaries, but their ship, cloaked by an energy-absorbing sheath, eludes detection.
Data orders the Enterprise crew back to Barradas Three to understand the mercenaries goals. Further investigation of the ruins reveals a pattern of thefts targeting Romulan archaeological sites throughout the sector. Data deduces that Calder Two, a Federation outpost, is their next likely target. He sets a course to intercept the mercenaries, hoping to protect the outpost and discover the purpose behind the relic thefts.
On the mercenary ship, Riker awakens to find himself a prisoner. He is subjected to torture by Baran, the mercenary leader, but then encounters Picard, disguised as a mercenary himself. Picard, now calling himself Galen, reveals that he has been undercover, investigating the thefts after one of his archaeological sites was plundered. He tasks Riker with gaining Baran's trust. Riker engineers an engine failure, showcasing his engineering skills and impressing Baran.
As the mercenary ship approaches Calder Two, Picard proposes using Riker's Starfleet credentials to gain access to the outpost without raising suspicion. Baran reluctantly agrees.
