The Pegasus

When Admiral Pressman arrives on the Enterprise seeking the lost starship Pegasus, Riker must confront his past and choose between loyalty to his former captain and upholding the Federation's treaty regarding cloaking technology.

The Enterprise, under Captain Picard, is diverted from a scientific survey to rendezvous with the starship Crazy Horse, where they are to meet Admiral Pressman. Pressman informs Picard and Commander Riker that Starfleet Intelligence has learned that a Romulan warbird has located debris from the long-lost starship Pegasus, Pressman's former command, on which Riker served as a young officer. The Pegasus was supposedly destroyed, leading to a mission to locate and salvage or destroy the ship before the Romulans can. As the Enterprise enters the Devolin system, they encounter a Romulan warbird commanded by Commander Sirol, initiating a tense cat-and-mouse game as both ships search for the Pegasus amidst a debris field. Pressman's presence and the mission stir up unresolved issues for Riker, who seems disturbed by something related to the Pegasus's fate.

The Enterprise locates the Pegasus embedded within a large asteroid. Pressman insists on a risky plan to enter the asteroid with the Enterprise to salvage the ship. Aboard the Pegasus, Riker and Pressman find the ship fused with rock and discover a Federation cloaking device, a violation of the Treaty of Algeron. Pressman reveals that the Pegasus was testing the device when it was lost, and he intends to retrieve it to continue the experiment, with the backing of Starfleet Security. Riker confronts Pressman, revealing his growing unease and his belief that the cloaking device research is unethical and a violation of Federation principles. He refuses to help Pressman, leading to a tense standoff.

As the Romulans seal the Enterprise inside the asteroid, Riker reveals the existence of the cloaking device to Picard, despite Pressman's orders. Picard is shocked and dismayed to learn of the existence of the illegal technology, but with no other option to escape, he orders Data and La Forge to adapt the device, with Riker's guidance, for the Enterprise. The Enterprise successfully phases through the asteroid using the adapted cloaking device. Upon exiting the asteroid, Picard confronts Pressman and places him under arrest for violating the Treaty of Algeron. Riker submits himself for arrest as well, acknowledging his past complicity and loyalty to Pressman. In the final scene, Picard visits Riker in the brig and assures Riker that his service and the correct decision to expose the truth ensure continued trust, despite the mistakes he may have done in the past.

Act 1

The narrative opens with a lighthearted 'Captain Picard Day' ceremony, quickly interrupted by a priority transmission from Admiral Blackwell. Picard learns the Enterprise must abandon its scientific survey to rendezvous with Admiral Pressman, who will brief them on a highly classified mission. Upon Pressman's arrival, Riker reacts with profound shock, as Pressman is his former commanding officer from the USS Pegasus, a ship presumed destroyed twelve years prior. Pressman reveals that Romulans have located Pegasus debris, and the Enterprise's mission is to find and salvage or destroy the ship before the Romulans do. As the Enterprise enters the debris-filled Devolin system, they encounter a Romulan warbird, leading to a tense, polite exchange of veiled threats between Picard and Commander Sirol. Later, Pressman and Riker share a private conversation, where Pressman alludes to a secret 'experiment' from the Pegasus and his intention to resume it with Starfleet Security's backing. He explicitly orders Riker not to disclose the true nature of their mission to Captain Picard, placing Riker in a profound moral dilemma and revealing his deep-seated discomfort with the past events and Pressman's current agenda.

Act 2

Picard and Pressman engage in a philosophical discussion about command, with Picard valuing an officer's willingness to challenge orders for the greater good, while Pressman emphasizes unquestioning loyalty and obedience in a crisis. Pressman's rigid stance and evasiveness about the Pegasus's loss raise Picard's suspicions. Riker, meanwhile, injures himself during Bat'leth practice, displaying an unusual level of frustration and self-reproach, hinting at his internal turmoil over past choices and his current complicity in Pressman's secret. The Enterprise's sensors eventually detect a subspace resonance signature emanating from a large asteroid, which Geordi identifies as consistent with a Federation warp core, strongly indicating the location of the Pegasus. As a Romulan warbird approaches their position, threatening to discover the Pegasus, Picard devises a clever strategy to mask the ship's signature by saturating the asteroid with ionizing radiation, making it appear as a natural phenomenon. This deception successfully fools the Romulans, who scan the asteroid without detecting anything and move off. However, Riker's earlier suggestion to destroy the asteroid is sharply rebuffed by Pressman, who insists on salvage, further highlighting his hidden agenda and Riker's growing unease.

Act 3

After the Romulans depart, having been successfully deceived, Picard plans to return to the asteroid later. However, Pressman immediately confronts Riker in the Ready Room, expressing anger over Riker's suggestion to destroy the Pegasus. Pressman manipulates Riker, appealing to his loyalty and past actions, reminding him of their shared secret and the 'duty' to the Federation, further entrenching Riker's internal conflict. Simultaneously, Picard, growing increasingly suspicious, researches the Pegasus incident and uncovers a sealed Starfleet Intelligence report detailing a mutiny aboard the ship. He confronts Riker with this information, demanding the truth about the mutiny and the subsequent cover-up. Riker, bound by Pressman's explicit orders, refuses to divulge the classified information, leading to a tense standoff where Picard expresses profound disappointment, questions Riker's trustworthiness, and threatens to re-evaluate his command structure. Picard's attempt to gain clarity from Admiral Blackwell is rebuffed, reinforcing the high-level secrecy surrounding the mission. Despite Picard's strong objections and concerns about safety, Pressman then asserts his authority and orders the Enterprise to enter the asteroid through a deep fissure to retrieve the Pegasus, forcing Picard to comply under protest.

Act 4

The Enterprise navigates a treacherous, winding tunnel deep within the asteroid, encountering magnetic field shifts and structural instability. Picard, wary of the risks, discreetly warns Pressman he will abort the mission if conditions worsen, asserting his authority over the safety of his ship. They soon locate the Pegasus, eerily fused into the solid rock, appearing as if half the ship materialized within the asteroid. Pressman, eager to retrieve the 'sensitive equipment,' prevents Picard from sending a full Away Team, insisting he and Riker beam directly into the Pegasus's Engineering section. Inside, they discover numerous dead crew members, preserved in the vacuum of space, a grim testament to the ship's fate. Pressman quickly uncovers the object of their mission: a large, exotic prototype Federation cloaking device. The sight of this illegal technology brings Riker's worst fears to fruition, and he finally confronts Pressman, refusing to help him reactivate the dangerous and unethical experiments that led to the deaths on the Pegasus. Riker expresses deep regret for his past complicity, denouncing Pressman's actions as a violation of Federation treaties. Pressman attempts to intimidate Riker, but Riker stands firm, asserting he would now point his phaser at Pressman. Their confrontation is abruptly interrupted when the Romulans fire on the asteroid's entrance, sealing the Enterprise inside and trapping them.

Act 5

Trapped within the asteroid, the Enterprise receives a mocking transmission from Commander Sirol, who offers to 'rescue' the crew by transporting them to his Romulan warbird, effectively taking them captive. With no other viable escape options, Riker makes the difficult decision to defy Pressman's orders and reveals the existence of the illegal prototype cloaking device to Captain Picard. Picard reacts with shock and profound anger, condemning Pressman's violation of the Treaty of Algeron, which prohibits Federation development of cloaking technology. Pressman attempts to assert command, but Worf and Riker refuse to obey, clearly shifting their loyalty to Picard. Riker explains the device's unique phasing capabilities, which could allow the Enterprise to pass through solid matter. Despite his deep moral objections to using illegal technology, Picard, faced with no alternative, orders Data and La Forge to adapt the device for the Enterprise. They quickly deduce that the Pegasus's 'destruction' was actually a cloaking device malfunction, causing it to phase into the asteroid. The Enterprise successfully adapts the device and phases through the asteroid, emerging into normal space. Picard immediately orders the cloaking device disengaged, exposing the illegal technology to the Romulan warbird. He then arrests Pressman for violating the Treaty of Algeron. Riker, acknowledging his past complicity, also submits himself for arrest. In the brig, Picard assures Riker that his courageous decision to expose the truth, despite his past mistakes and loyalty to Pressman, has preserved his trust and his right to serve in Starfleet.
