Preemptive Strike

When Lieutenant Ro Laren is sent to infiltrate the Maquis, a group of Federation citizens opposing the Cardassians, she must choose between her loyalties to Starfleet and her growing sympathy for the rebels' cause, risking a devastating war.

The Enterprise, under Captain Picard, is en route to a briefing regarding the volatile situation in the Demilitarized Zone along the Cardassian border. They are also celebrating the return of Ro Laren, now a Lieutenant after completing advanced tactical training. However, their mission takes a dramatic turn when they respond to a distress signal from a Cardassian ship under attack by Maquis vessels - Federation citizens turned rebels. This event highlights the growing tensions and the Federation's struggle to maintain peace with Cardassia while dealing with its own rebellious colonists.

Amidst accusations from Gul Evek regarding Starfleet's laxity towards the Maquis, Admiral Nechayev tasks Picard with a covert operation, choosing Ro Laren to infiltrate the Maquis due to her unique background and skills. Picard reluctantly agrees, and Ro is thrust into a world of divided loyalties.

Ro successfully integrates herself into a Maquis cell, led by the wise Macias, earning their trust by helping them steal medical supplies from the Enterprise itself. This act deepens her connection with the Maquis cause, as she sympathizes with their plight. Under Picard's orders, Ro begins feeding the Maquis false intelligence about Cardassian biogenic weapons being smuggled through the Demilitarized Zone, setting the stage for a Federation trap. Ro is directed to inform the Maquis that the Cardassians are transporting components for biogenic weapons through third parties. She is further directed to report that a Yridian convoy left Deep Space Nine carrying items needed for these weapons.

Ro's conscience battles with her duty as she witnesses the Maquis' unwavering commitment to their cause. Bonding with Macias, Ro finds a sense of belonging among the Maquis but struggles with having to betray them. Ro's doubts intensify following a Cardassian sneak attack on their settlement, resulting in Macias' death. This loss forces Ro to confront the moral implications of her mission and leads her to question where she truly belongs.

Torn between her loyalty to Picard and her empathy for the Maquis, Ro meets Picard in secret and confesses her reservations, prompting Picard to send Commander Riker to observe Ro more closely. Ultimately, Ro defies Starfleet's orders. She exposes the Federation's trap to the Maquis, thus preventing a massacre. In the end, Ro chooses to join the Maquis, embracing her newfound sense of belonging. Picard, though betrayed and disappointed, can't help but acknowledge the depth of her conviction. Ro relinquishes her Starfleet career. She chooses to stand with those she believes are fighting for a just cause, therefore solidifying her place among the stars as more than just a Starfleet officer. She becomes a rebel with a cause.

Act 2

Ro Laren begins her deep cover mission, entering a seedy alien bar in the Demilitarized Zone, dressed in civilian clothes and feigning distress. Her initial ruse involves pretending to be a prostitute to evade Worf and Data, who are 'searching' for her as part of the cover story—a Bajoran woman responsible for a Cardassian soldier's death. A human Maquis sympathizer named Santos intervenes, lying to Starfleet officers on her behalf, and later stuns her to bring her to a hidden Maquis settlement. There, Ro is interrogated by Santos, Kalita (a suspicious Maquis woman), and Macias (a wise, older Maquis leader). Ro skillfully fabricates a backstory, presenting herself as a disillusioned former Starfleet officer who was court-martialed and now seeks to fight Cardassian oppression, resonating with their cause. Macias, sensing her sincerity and recognizing her Bajoran heritage, shows a surprising degree of trust, which is later validated when Santos confirms her (false) Starfleet record. The Maquis then discuss a disturbing rumor about Cardassians supplying biogenic weapons to their colonists, prompting a need for medical supplies for a preemptive strike. Ro seizes this opportunity to further embed herself, boldly volunteering to steal the necessary supplies from her former ship, the Enterprise, leveraging her intimate knowledge of its security systems. Act Three intensifies Ro's commitment to her undercover role as she and Kalita embark on the mission to steal medical supplies from the Enterprise. Aboard their Maquis ship, Kalita maintains her skepticism, but Ro systematically dismantles her doubts by demonstrating her profound tactical expertise. Ro successfully bypasses Federation border sensor buoys by cracking their encryption algorithms, a feat that visibly impresses Kalita, despite her reluctance to admit it. Meanwhile, the Enterprise, under Picard's command, is diverted by a fabricated distress call, creating the necessary window for Ro's infiltration. Ro's audacious plan involves directly penetrating the Enterprise's shields by exploiting a known weak point near the main impulse engines. Kalita is astonished by the sheer boldness of the maneuver, but Ro executes it flawlessly. Picard, having received a garbled message from Ro and understanding her mission, deliberately allows the Maquis ship to pass through the Enterprise's shields. Once inside, Ro and Kalita quickly beam a substantial quantity of medical kits aboard their vessel. Picard, maintaining the illusion for any potential Maquis observers, orders Worf to fire phasers at their 'previous position' as they depart, making it appear as if Starfleet attempted to stop them. Upon their triumphant return to the Maquis settlement, Ro and Kalita are greeted as heroes. Kalita, now completely won over, animatedly recounts Ro's daring actions, treating her with the camaraderie of a trusted friend. Macias warmly commends Ro, reinforcing his belief that 'in your heart, you're one of us,' a statement that deeply resonates with Ro, highlighting the growing conflict between her duty and her burgeoning loyalty to the Maquis cause.

Act 4

With Ro's trust firmly established among the Maquis, Captain Picard meets her in secret to outline the next, more morally compromising phase of her mission. Picard reveals Starfleet's plan to create a trap: Ro is to feed the Maquis false intelligence about Cardassians transporting biogenic weapon components through third parties, specifically a Yridian convoy. The goal is to lure the Maquis into attacking this convoy, where Starfleet ships will be waiting in the Hugora Nebula to apprehend them. Ro expresses deep reservations, fearing the Maquis will not surrender and a massacre will ensue. Picard acknowledges her conflict but underscores the gravity of the situation—preventing an interstellar war—and reminds her of her duty, which she reluctantly reaffirms. Back at the Maquis settlement, Ro executes her orders, skillfully planting the fabricated intelligence with Macias, Kalita, and Santos. She describes seemingly innocuous shipments (retro-viral vaccines, bio-mimetic gels) that, when combined, could form a biogenic device, and then reveals the 'critical' Yridian convoy carrying the final components. The Maquis, now convinced of the imminent threat, agree to rally other cells for a large-scale preemptive strike. Later, Macias approaches a somber Ro, attempting to lift her spirits by sharing a poignant story about his father and the klavion, drawing a parallel to Ro's own painful memories of her father's death at Cardassian hands. Act 5

Following Macias's death, Ro's internal conflict reaches its peak. She contacts Picard, requesting an urgent, covert meeting in an alien bar, where she attempts to derail the mission by fabricating reasons why the Maquis would not attack the convoy. Picard, however, sees through her thinly veiled lies and presses her for the truth. Ro confesses her profound uncertainty about her loyalties, admitting she no longer knows where she stands. Picard, while acknowledging her personal struggle, firmly reminds her of her duty and the severe consequences of backing out, including court-martial. He gives her a stark choice: carry out her orders or face the repercussions. Ro, torn between her loyalty to Picard, who gave her a second chance, and her burgeoning commitment to the Maquis, reluctantly agrees to proceed. Distrustful, Picard assigns Commander Riker to accompany her on the mission. As the Maquis squadron, including Ro and Riker's ship, approaches the 'biogenic weapon' convoy, Ro makes her definitive choice. She fires a low-intensity particle beam into the Hugora Nebula, exposing the hidden Starfleet attack force to the Maquis. She then holds Riker at phaser-point, preventing him from interfering. The Maquis, alerted to the trap, abort their mission and scatter. Ro informs Riker that she is choosing to stay with the Maquis, finally feeling a sense of belonging she hasn't experienced in a long time. She asks Riker to convey her apologies to Picard. As Riker watches her dematerialize to join the rebels, he returns to the Enterprise to report her betrayal to a deeply disappointed and personally hurt Picard. Picard, looking out at the stars, grapples with Ro's choice, acknowledging the end of their relationship and her transformation from Starfleet officer to a rebel with a cause.
