Level Five

Level Five occupies the vertical axis of the Panopticon’s administrative core—a stark, utilitarian descent from the ceremonial upper halls. Fluorescent strips flicker overhead, casting harsh light over utilitarian corridors lined with rank upon rank of reinforced doors. The air hums with the quiet urgency of unseen machinery, a low thrum of power coursing through the structure. At its heart lies the President’s office, a fortified sanctum approached by a narrow passage of polished stone floors that reflect the sterile glow of overhead panels. Stor’s sudden urgency bends the space’s usual stillness—this is where the Doctor’s group moves to intercept power, and where Stor arrives to impose his will through blood and intimidation.
